     The enactment and amendment of zoning ordinances is a legislative act, and review of legislative acts is highly deferential to the legislative body. 

      The distinction between legislative and administrative functions rests on an important principle.  It is a legislative body’s prerogative to determine public policy, a judicial body’s job to interpret the policy, and an administrative body’s job to enforce the policy. 

      A legislative body may rely on concerns from interested citizens when performing legislative functions.
